libgeos-dev software package provides Geometry engine for GIS - Development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgeos-dev
libgeos-dev is installed in your system.
Make ensure the libgeos-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgeos-dev *
You will get with libgeos-dev package name, version, architecture and description in a table
